It’s not about dialogue, human security and quickly opening up areas of co-operation which could help bring about mutual understanding.
One way of interpreting this Nordic defence co-operation push is to see it as a way to politically provoke Russia to say something that sounds threatening and thereby get more Swedes and Finns to accept NATO membership. It is fundamentally not in any Nordic country’s interest to create more tension and confrontation than there already is due to the Ukraine conflict.
